[Audio] Drug Consumption: The DPP Pleads For Treating “Novice Consumers” And Minors

The Director of Public Prosecutions (DPP), Mr Satyajit Boolell made several proposals to the Commission of Inquiry on drugs. He laid before the former judge Paul Lam Shang Leen, who chairs the work of the commission on Monday 24 October.

In the context of rehabilitation, the office of the DPP proposes the establishment of a measure to refer any criminal charges against one of the “new consumer” [drug] or a minor provided that the latter agrees to treatment. Below are other proposals made by the Office of the DPP:
